Manager – Marine Operations & Maintenance – (22000263)
JOB PURPOSE
Prepare the operational strategy for RTA marine operations relating to passenger transport, management and control of marine operations and prepare maintenance plans to ensure the sustainability of assets and increase their operational efficiency.

KEY RESULTS ACCOUNTABILITIES

Manage and direct the operation and maintenance of Dubai Marine mass transport of passengers and prepare marine operation and maintenance plans to ensure increasing the operational efficiency.
Develop an annual budget and forecast, monitor implementation, evaluate and raise recommendation relating to marine operations and maintenance and the related approved budget expenditure process.
Develop and provide a comprehensive strategic plan, objectives and KPI for all activities, projects implemented by the Operation & Maintenance Section and insure that it is done on time effectively and efficiently as per RTA vision, policy, rules and regulation.
Review the daily operations of all marine transportation and continuously develop plans and solutions to improve services provided to passengers.
Improve marine fleet utilization while at the same time reduce cost through ensuring of the implementation of preventive maintenance.
Monitor passengers demands and plan ahead for future new marine routes / services requirement.
Approve marine timetables and recommend improvements to improve the operations efficiency.
Coordinate with authorities / developers and stakeholders, for all related operation and maintenance activities.
Analyse reports of implementation of marine daily schedules, and suggest development and improvement plans, and appropriate solutions.
Ensure achievement of the quality objectives throughout complying with RTA quality standards and requirements.
Ensure achievement of targeted results in each key performance area as outlined in the plan.
Comply with the RTA policy in respect to the Shareholders, Customer, Suppliers, Employees, and to carry out duties and responsibilities as per RTA Code of Ethics.
Ensure preservation of the environmental controls and actions are taken to ensure implementation of the HSE standards adopted in RTA.
Develop plans to define and achieve goals and key initiatives based on current and expected performance within specifications to upgrade the operational process.
Oversee the management, development, and improvement of maintenance work procedures to ensure the best utilization of resources, assets and work quality in compliance with the local orders and administrative decisions on organizing marine transportation in Dubai.
Follow the safety procedures, define risks and ensure implementation of maintenance done by the outsourced contractors.
Maintain and improve passengers information system to ensure customer requirements and satisfaction is achieved.
Receive and respond effectively to requests, suggestions and complaints from customer service centers, call Center and the public concerning stakeholders and all services provided, manage the input data and submit relevant reports.
Monitor and follow up maintenance work, manage marine workshop in Garhoud, develop key performance and maintenance standards, evaluate and ensure compliance of the contracting companies with the standards
Manage, supervise and monitor the preventive and corrective maintenance programs of Vessels and stations equipment’s and ensure their compliance with the standards to maintain the optimal use of assets
Perform other responsibilities related to the position as appropriate.

Internal: Senior level of staff throughout RTA.

External: Stakeholders, Developers, Service Providers (Hotels, Nakheel, EMAAR, Port police, Dubai Police, Marine Operator Contractor, Fleet Maintenance Contractor).

FRAMEWORK, BOUNDARIES AND DECISION-MAKING
All Jobs assigned will be closely overseen by the Director.
Has the Full Rights and Independence to make decisions by his/her own initiative within the scope of his/her work without instructions and endorsements given by the Director.
Provide professional advice and guidance to the management regarding marine operations and maintenance processes auditing.

Qualifications
Bachelor’s degree in Mechanical Engineering from a recognized university.
Has a professional certificate in Marine.
7 years of working experience in Marine operation & Maintenance.
Excellent knowledge in hull vessels maintenance process and marine engines.
Excellent knowledge in the management of maritime transportation systems, technical management of marine fleet maintenance and related procedures.
Good experience in data analysis, marine techniques and safety programs, site inspection procedures and operation control management.
Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
Computer-literate performer with extensive software proficiency covering wide variety of applications
Exceptional listener and communicator who effectively conveys information verbally and in writing.
