Scope Of Work:

Working Closely With GGGI And MOCCAE Colleagues, The Consultant Is Expected To Perform The Following Tasks:

• Carry Out Data Mining On The Status Of The EGS Sector In The UAE. Key Data Sources Include The Federal Competitiveness And Statistics Center (FCSC), Ministry Of Economy, Ministry Of Climate And Environment (MOCCAE), Statistics Center – Abu Dhabi (SCAD), Environment Agency – Abu Dhabi (EAD), Dubai Statistics Center (DCS), And Others. The Consultant Must Also Integrate Data Sources From The Private Sector, Business Community Groups, International Organizations, Research Institutes, Etc.
• Based On The Collected Data, Undertake A Rapid Assessment Of EGS Sector’s Contribution To UAE’s GDP And Employment. While Share In GDP And Total Employment Are The Most Critical, Other Measures Such As Share In Trade, Number Of Companies Engaged, Growth Prospects, And Others Will Also Be Explored.
• Consolidate All EGS Information In A Dataset (Excel Format) To Lay The Groundwork For A More Systematic Data Collection And Analysis In Line With International Practices.
• Identify Major Data Gaps That Need To Be Addressed To Develop A More Comprehensive EGS Dataset.
• Provide Technical Review And Input To The Draft Research Report About EGS Definition And Mapping.
• Participate In Project Meetings With GGGI And MOCCAE To Share Progress And Discuss Results.
• Examine Current Government Support And Incentives For EGS; Identify High-Impact Goods And Services For The UAE; And Offer Recommendations For Providing Growth Impetus To Strategic Priority Areas.
• Identify Successful EGS Policies And Case Studies In Other Countries That May Be Applicable In The UAE.
• Provide Inputs, Review, And Editing Support To The Consolidated EGS Assessment Report (Main Content, References, And Annexes); Incorporate Revisions To Outputs As Requested By GGGI And MOCCAE.
• Draft Presentation And/Or Communication Materials, As Necessary.
• Perform Other Ad-Hoc Support Related To The EGS Sector Assessment Project As Needed.

Output/Reporting Requirements/Deliverables:

• EGS Output 1: To Include Expert-Guided And Evidence-Based Quantitative Assessment Of The EGS Sector Specifically In Terms Of Its Contribution To Key Economic Indicators Such As GDP, Employment, Trade, Growth Potential, Etc.; Consolidated EGS Dataset In MS Excel As A Result Of The Data Mining Exercise; Identification Of Data Gaps; Inputs To The Draft Research Report On EGS Definitions And Mapping; Presentation And/Or Communication Materials If Necessary; Other Additional Requests From GGGI And MOCCAE. (By May/June 2022; 40% Payment)

• EGS Output 2: To Include Analysis Of Current Government Support And Incentives For EGS; Identification Of High-Impact Goods And Services For The UAE; Recommendations For Providing Growth Impetus To Strategic Priority Areas; International Benchmarking Of Effective EGS Policies And Case Studies That May Be Applicable In The UAE; Presentation And/Or Communication Materials If Necessary; Other Additional Requests From GGGI And MOCCAE. (By June/July 2022; 30% Payment).

• EGS Output 3: To Include The Delivery Of The Consolidated EGS Assessment Report, Which Is A Synthesis Of The Research Outputs Of The Consultant, GGGI, And MOCCAE. The Final Report Is Expected To Make The Case For EGS In The UAE, The Findings Of Which Will Be Communicated To Relevant Authorities Such As The FCSC And The Ministry Of Economy To Chart The Way Forward For The EGS Industry. The Final Report May Also Be Accompanied By Presentation And/Or Communication Materials If Needed. The Consultant Should Exercise Flexibility In Responding To Any Additional Request For Content From GGGI And MOCCAE. (By Aug/Sept 2022; 30% Payment)

Qualifications/Experience/Expertise

• • • • PhD/Master’s Degree In Statistics, Environmental Economics, Sustainable Finance, Or Related Field
      • Strong Technical Background And Experience On System Of Environmental-Economic Accounting (SEEA) And EGS Sector Assessment And Measurement Tools And Methodologies
      • Knowledge Of The UAE Context Especially The Policy Landscape For Private Sector Engagement In The Green Economy; Previous Work Experience In The UAE And GCC Is Preferred
      • Experience Working With International Organizations And National Government Agencies Is Desirable
      • Excellent Technical Writing And Editing Skills
      • Strong Research Track Record In Various Areas Of Green Growth Such As Green Industry, Circular Economy, Renewable Energy, Waste Management, And The Like
      • Demonstrated Ability To Produce Robust Analysis Under Tight Data Constraints
      • Flexibility To Adapt Considering Client’s Needs With Minimal Supervision And Great Attention To Detail
